Developing a computer application that will serve as a tool in solving certain organizational problem is actually a difficult one. Difficult in a sense that first, data gathering and accurate analysis must be done, and second, learning and applying the appropriate technology for the development of the application must be mastered. The technology I am talking about includes the development platform and programming language to be used.

After the application is developed, the next difficult part is the integration of the program to the system itself. System refers to not only the software aspect but also all the factors involved in the computing process like peopleware and even policies. An even more difficult situation is when large volume of data must be encoded first to make the application operational. This stage requires not only time but also sufficient manpower in order to be accomplished immediately.

Some people do not understand these realities. They have this misconception that having the computer application developed means immediate automation of the system. They do not understand that the computer program is mere a processing mechanism that relies on the data that serves as inputs. This means that almost all system, before enjoying the full benefit from them, must gone through the hard and difficult stage of data encoding. When all the information needed are properly stored in the system’s database then the full benefits and effect of the system will be significantly felt.
